After formulating a region-wide roadway design performance measure, a project funding priority system was created in this regional transportation plan, which includes five counties and several hundred municipalities in northeast Illinois. Existing bicycle and pedestrian conditions were evaluated using the Bicycle and Pedestrian Level of Service Models developed by Landis Evans + Partners, formerly Sprinkle Consulting. This plan also established a mechanism to implement bicycle, pedestrian, and greenway linkages on a regional level.
