City of Bainbridge Island, WA Non-Motorized Conditions of Approval


The City of Bainbridge Island, a bicycle-friendly island enclave in the Seattle, WA metropolitan area engaged Landis Evans + Partners, formerly Sprinkle Consulting, to help preserve their community’s unique scenic character. Landis Evans performed bicycle and pedestrian analyses throughout the City of Bainbridge Island to estimate degradation and plan for the impacts of the future development to its non-motorized transportation network. Based on the LOS results and the projected impacts caused by future development traffic, the Landis Evans Team identified comprehensive facility improvements to keep all roads operating at acceptable levels for both bicyclists and pedestrians. Unique in this effort was the preservation of the Island’s narrow scenic roadways. The Team presented the City several options for developer-based mitigation of these impacts, including non-motorized traffic impact studies and pooled per-capita proportionate share fees. The City is compiling conditions of approval for development to allow for improvement to its bicycle and pedestrian facilities as the island’s population grows along with the Seattle metropolitan area.
