Collier County Comprehensive Pathways Plan Update


For this master plan for the Collier County MPO, Landis Evans + Partners, formerly Sprinkle Consulting, produced facility improvement prioritizations, identified innovative funding sources and developed innovative safety countermeasures. A separate off-road element identified 30 potential corridors for future multi-use pathways development. Landis Evans evaluated and prioritized the corridors based on connectivity, aesthetics, safety, environmental considerations, and encumbrances (land ownership). In addition, Sprinkle Consulting also completed detailed analyses of the pedestrian environments around schools in which they recommended improvements to increase the safety and comfort of children walking to school. This component effectively served as one of the first Safe Routes to School evaluations performed in Florida. Landis Evans performed existing conditions analyses of the county’s arterial and collector roadways. They combined the results with a latent demand-style analysis, estimating the propensity for biking and walking on the study network roadways based on proximity to trip generators and attractors. The supply side and demand side approaches, used in conjunction with input received from the public at multiple open house workshops, enabled comprehensive facility improvement prioritizations.
