Large scale, high density urban needs were addressed by Sprinkle Consulting staff through a creative modification of the Four E’s of bicycle planning, as well as a hybrid combination of the FDOT’s Area and Corridor Analysis Technique (ACAT) with travel demand theory. Landis Evans + Partners, formerly Sprinkle Consulting, staff skillfully united a diversity of interests through interaction with various agencies and focus groups. This was proven by the unanimous support of the Plan given by the Bicycle Advisory Update Subcommittee, the CAC, TAC, MPO Board, the local transit agency and FDOT. Landis Evans has since assisted with several updates to the County plan that continues to guide the long term development of the Hillsborough bicycle network.
