Indian River County MPO Bicycle and Pedestrian Planning


The Indian River County Bicycle and Pedestrian Planning establishes the blueprint for bicycle and pedestrian facility construction and programs development well into the next decade. The Plan includes Goals and Objectives, an evaluation of existing conditions and the current trends in facility planning, funding and construction are presented. The construction trend is compared with the public’s vision of the future. This comparison shows that the community’s desires will not be met with the current pace of facilities construction. Accordingly, an Action Plan is defined to realize the community’s vision through the MPO’s goals and objectives. The Action Plan consists of four programs: the On-Road Facilities Program, the Off-Road Facilities Program, the Safety Improvements Program, and the Mode Shift Program. Innovative planning and engineering methodologies were used to develop the Action Plan, including the Bicycle Level of Service and Latent Demand Score Models.
