The Maricopa Association of Governments’ Pedestrian Plan identifies and recommends programs and actions to develop pedestrian facilities and increase walking throughout the Region. Program goals include: (1) increased construction funding; (2) facility cross-section diversity; (3) integration & connectivity of sidewalks with bicycle facilities, urban trails & canal pathways, and the regional park system; (4) education initiatives; and (5) demonstration projects. The Action Plan includes two bold initiatives: classifying all roadways into pedestrian activity levels, and developing roadway cross-section performance design standards. Two of the most advanced planning methods are used to accomplish this: the GIS-integrated Latent Demand Score (LDS ver. 2.0) and the Roadside Pedestrian Conditions (RPC) models.
