In early 1999, the Florida legislature directed the Florida Department of Transportation, to develop methods for multimodal performance measurement and provide them to local governments to implement legislation targeted at curbing congestion and limiting urban sprawl. Correspondingly, the FDOT’s Systems Planning Office has found that the two multimodal level of service methodologies, Bicycle Level of Service and the Pedestrian LOS, developed by Landis Evans + Partners, formerly Sprinkle Consulting, to be at the forefront of other nationally accepted techniques. Accordingly, the FDOT engaged Sprinkle Consulting to help develop Florida’s multimodal Level of Service standards based upon these methods for their adoption and widespread use throughout the roadways of Florida.
