Metropolitan regions face difficult decisions when determining how to allocate federal Transportation Demand Management (TDM) funds among diverse TDM service providers. This study assessed the current approaches to funding and evaluating TDM projects in the Denver region, and recommended sweeping changes to project selection processes, funding, and evaluation procedures to improve the cost-effectiveness of the region’s TDM projects (and CMAQ-based funding). As part of this process, Landis Evans + Partners, formerly Sprinkle Consulting, conducted interviews with the region’s TDM service providers regarding their past TDM-funded projects and associated successes, challenges, and evaluation techniques. Landis Evans also led the development of the employer-sponsored Commuter Trip Reduction Program portion of the study.
